CO-OPERATION AND INFORMATION SHARING

Co-operation

The Civil Contingencies Act places a legal duty on local responders to co-operate in the delivery of emergency planning functions. The Local Resilience Forum is the strategic level multi-agency body for civil protection arrangements in Greater Manchester. The forums overall purpose is to ensure that there is an appropriate level of preparedness to deliver an effective multi-agancy response to emergencies of different scales within Greater Machester.

The Greater Machester Resilience Forum makes joint strategic and policy decisions relating to preparedness and response. The Forum provides a co-ordinating role of the sub groups reponsible for carrying out the requirements of the Civil Comtingencies Act for each organisation and is responsible for maintaining the Community Risk Register and Emergency Plans for Greater Manchester.

The key to Greater Manchester's success is the commitment to a multi-agency approach, which is embraced at all levels within the partner agencies with enthusiasm and commitment.

Information Sharing

Under the Civil Contingencies Act local responders have a duty to share infromation as part of a process of best practice.

Information sharing is a crucial element of civil protection work, underpinning all froms of co-operation and developing a culture of co-operation. This may be done formally or informally between organisations keeping each other up to date with current arrangements and future plans.

Information sharing may also involve direct contacts, formal and informal, between Category 1 and 2 responders seeking knowledge of hazards, risk assessments or planning arrangements and other matters, where the information is in the possession of one, and the other believes it needs the information to fulfil its civil protection duties.
